This is the view of CERE researchers Professor Bengt Kristr\u00f6m and Professor Emeritus Per\u2011Olov Johansson, expressed in a debate article in <em>Aff\u00e4rsv\u00e4rlden<\/em>. The authors argue that the project\u2019s costs are underestimated while its climate benefits are overstated. Since emissions within the EU are governed by a fixed cap under the emissions trading system, new fossil\u2011free production in one country in practice leads to higher emissions elsewhere.
